Isn't preview season the best? We're all getting ready to return to the urban landscape of Ravnica. The five new guild mechanics have been revealed, and there are plenty of exciting cards to think about with the Prerelease this weekend. And Return to Ravnica might just be the best Prerelease ever, with players from all over the globe joining together in service of their favorite guild. You might expect the Rules Manager to be a natural fit with the lawmages of the Azorius Senate, right up until I killed you and ate you. Go Gruul! argaiv1855

In June I talked about a relatively calm update to the rules because we were taking time to let the trigger rules settle in and see what was working and what wasn't. I'm happy to announce that we took all that and produced much more streamlined trigger rules. Lapsing abilities? Gone. No-Visual-Effect? Gone? The new trigger rules are much, much easier to handle, and we think that the players will like them, too.
The key that makes it all work is that the penalty you assign is completely unrelated to the remedy you apply. That's a new thing, but it means 99% of your missed trigger calls will go like this:
1) Figure out if the missed ability is one that's considered detrimental (no need to look at the game). If so, issue a Warning 2) Ask the opponent if they would like the triggered ability to go on the stack. 3) Um... Profit?
That's it! There are a few details around the edges, but... well no, there's really not much else. It's pretty awesome.

What else do we have for you this time around?
* We've removed the Failure to Reveal infraction. That sounds like a big thing, but it's really not. The core of that infraction was the concept of an error the opponent could not verify the legality of, and folding that into Game Play Errors took only a couple lines. No ruling will change here, just the documentation.
* With the simplification of the Missed Trigger rules, the main reason for the concept of turn cycles went away and can be replaced by the much more intuitive concept of a turn.
* With lots of advance apologies to Brian Schenck, there were enough gaps now that we've renumbered the whole thing. Section 2 is no longer blank.
* We're allowing for a few cards to be in deckboxes and not considered part of the sideboard. It's mostly DFC-related cards, though we're also going to let promo cards handed out as part of the tournament to slide (even though we still don't recommend it).
* The MTR has a few planeswalker Points clarifications, some actual rules in a rules document to handle triggers, and a new section talking about dos and don'ts for video coverage.
* The rules for when documents are published are changing! Now, the IPG/MTR/banlists will be coming out the Monday after each prerelease, effective on set release.
* Finally, we're trying something a little different this time. I've written up a summary of policy changes that players might care about. It's all posted at http://blogs.magicjudges.org/telliott/2012/09/19/120920changesforplayers/ - feel free to share it with your players!

Breaking August News!
Introducing JudgeApps – a new tool for Event Management by Jason Lemahieu “Judges! I am very happy to share with you a new website for event management: JudgeApps. This is a pretty big deal, and there’s a full write up of a launch announcement available on the JudgeApps Help blog
In short:
- DCIFamily is going away. Please don’t post any new events there. New events go on JudgeApps.
- DCIFamily isn’t gone yet! Some events are still using DCIFamily for pre-event communication, and You can still review old events you attended, the forum messages, etc.
- Your DCIFamily account information should work in JudgeApps. More info here
- JudgeApps has a lot more to offer than events, so check the announcement for details.
- James Bennett and Alexei Gousev are awesome.

Get Ready for MOJO 2012 by Carlos Ho “Hello judges! I’ve got the honor and great pleasure of announcing the 2012 Magic Online Judge Open (MOJO)!” There will be two events on two different weekends. You can only play in one of them.
- Saturday, September 1st, 7 am US PDT;
- Sunday, September 9th, 12 am US PDT (midnight from Saturday to Sunday).
The Format is Magic 2013 Sealed Deck. You get your product for free. You need a Magic Online account listed in DCIFamily. You can find instructions in the FAQ . Your account name must be listed before Monday, August 20th. See also the Facebook event page!
Understanding Levels and Resulting Changes by Andy Heckt Over the last year the levels in the judge program have been redefined changed. This update continues the changes, redefining the use of judge foils, Pro Tours, Grand Prixs and conferences.
In short:
- Foil purpose clarified for developing judges
- Pro Tour pinnacle of judging: L3+
- Grand Prix: Foils by level
- Grand Prix: Main event L2+
- Veteran L1 should test for L2
- Increase support to conference as our primary training strategy
Help with accurate reporting of judges in events by Andy Heckt Be sure to double-check with your TOs that the HJs of events are reported correctly. The reason is twofold:
- Premier events without a Judge of the appropriate level will be invalidated.
- Now the L2 renewal requires judging an event every 6 months.
Also, DCI Reporter requires the report files to be sent manually, and the support will be discontinued in favor of WER.
Information Update Time by Eric Sorensen “Hello Judges! We need you to update your address with us. Not only do we have the playmat for Level 2+ judges coming up, we also have another smaller item coming to all judges around the same time. To make sure that everyone receives these items, PLEASE make sure you have updated your address. To do that, please visit the following: URL.
While you are there, we also request that all judges make sure they have opted-in for contact by Wizards of the Coast. There is a small check box in the lower right corner on the same page used for address updating that we need you to make sure is UNCHECKED. Room Sponsorship and GPs by Bryan Prillaman “If you receive room sponsorship from the TO, please be aware of the days you request and the days you were given. If you discover that you do not need all the days given, let the TO or Judge Manager for the event know immediately. If we know in advance we can arrange for another judge to use that room. We need to be considerate when spending other people’s money.”
Sharing of Decklists at Competitive REL by Scott Marshall Deck lists are only shared for Professional REL Constructed Top 8 events, with very few exceptions, like the StarCityGames Opens, for which official approval was granted.

Sharing of deck lists at Competitive REL by Scott Marshall The policy for sharing deck lists is as follows: Limited events: deck lists are never shared. Constructed Professional events (Pro Tour and GP): deck lists are shared among the Top 8. Other Constructed events: deck lists are not shared.
Legality of Duels of the Planeswalkers Promo booster cards by Scott Marshall All cards in the D13 Promo Pack as well as all cards in the sample decks are Magic 2013 set cards – they are indistinguishable from a normal M13 card and are not legal in any constructed format until July 13, 2012 per the Tournament Rules (unless they are reprints, in which case they are legal in any format in which their previously printed set(s) are legal).
Interacting with Minors (Global Guideline) by Andy Heckt Guidelines for Judges for Interacting with Minor Players at Tournament Events:
- Have the parent or guardian present and informed of the situation before engaging a minor whenever possible.
- Always have another adult with you when delivering an infraction or conducting an investigation. If that is not possible, make sure you have another adult witness able to see you and hear you.
- Stay on the event floor to deliver the infraction or assess the situation. Unless you have the parent or guardian with you, do not go to another location to continue your discussion.
- If the parent or guardian is upset or angry, direct them to the tournament organizer or the on-site event manager to help mediate the issue.
- Generally a minor is anyone under the age of 18, although it can be older in certain jurisdictions.
New RCs in Canada and Australia by Cristiana Dionisio At GP Vancouver, L4 Cristiana Dionisio announced that Canada has finally found a RC, it’s L3 Gavin Duggan, congratulations Gavin! In Australia, Nathan Brewer, whose involvement inside and outside his community is greatly appreciated, has been asked and he accepted to take up James’s Regional Coordinator role. Welcome Nathan!
